Parody of the animatronic characters found at Chuck E. Cheese restaurants from the "Radio Bart" episode of (January 9, 1992) of animated television series The Simpsons.
Bart has his birthday party at the Wall E. Weasel's pizza restaurant. This animatronic beaver conductor leads a nameless band that backs Wall E. Weasel on "You're the birthday boy or girl."
Band: mallard on guitar, green moose on concertina, and some kind of green sorta-octopus-thing on drums.
His name is likely a play on real Italian opera singer Luciano Pavarotti who was popular in the 1970s and 1980s, and a dig at the Weasel's animatronic parodies thus being old and outdated.
