Cyberstorm

James Marshall (James Hurley from Twin Peaks) plays this metal-clad techno musician in the straight-to-video flick Vibrations (1996).

Marshall is TJ Cray, a talented keyboardist/guitarist whose hands are cut off in an accident. He becomes a hopeless drunk, then discovers both techno and Anamika (Christina Applegate). The former reignites his love for music, while the latter (a rave producer) helps him get new cyber hands, which turn him into an underground music sensation.
