Regularly appearing hippie stoner character and boyfriend/husband of Hayley Smith, daughter of the protagonist of animated sitcom American Dad!.

The b-plot of the "Standard Deviation" episode (27 June 2016) focuses on Jeff's quest to acquire and play a "turin," an instrument he mastered in a hallucinatory drug trip he had.

He probably strummed a guitar in some other episode.
