Hispanic troubador from Mexico from "The Musical Madman" story of Western comic book Monte Hale Western #46 (March 1950).

He's in two panels as the victim of a gang going around smashing guitars. Turns out the unnamed boss of a gang of crooks hid some stolen diamonds inside a guitar and was trying to track them down. Hale saves the day.

Hale strums 'n' sings a bit himself.
