Supervillain who just pops into existence for no good reason in the "Ibis and Mr. Dischord" story of comic book Ibis #2 (1943). Seriously, a random man plays discordant notes on a pipe organ, and then Mr. Dischord pops out of one of a pipe. Worst origin story ever.
Then, a bit later, somehow Mr. Dischord is the reincarnation of the Black Pharoah from 4,000 years ago. And then he's in love with superhero Ibis' sidekick, Talia.
His power is a magic tin whistle that makes two truck drivers fight, and an opera orchestra switch to jazz/swing music. He kidnaps Talia and he and Ibis have a magic fight, before Ibis sends him back into the organ pipe.
