From the animated TV show The Tick (11/02/1996). Six-armed, violin-wielding Belgian supervillain from the "Tick vs. Europe" episode. His evil plan to kidnap the king of Belgium and replace him with an android duplicate is foiled by The Tick, who is in Belgium as part of a superhero exchange program. Voiced by Xander Berkeley.
Named after real composer and violinist Niccolò Paganini.
He does not appear to have any connection to a similarly named Tick supervillain, Octo Raymond.
