Dapper, yet disagreeable and underhanded bandleader and violinist from the "Captain Marvel Plays in a Band" story of Whiz Comics #62 (Feb 1945). He's come to radio station WHIZ to audition for a commercial or sponsored program. When he overhears his competition, Elbert Hytone, is waiting on their bass fiddle player, Offkeye ties up the player, gags him, and leaves him in a broom closet. Offkeye even sabotages Hytone's instruments. Captain Marvel helps Hytone win the audition, and makes Offkeye pay for the broken instruments, but otherwise lets him off.
