Wind up toy from 1945, based on the popular comic strip Li'l Abner. Not sure if there was a band in the comic strip.
Manufactured by Unique Art Manufacturing Company of Newark, New Jersey. Looks like they copied or reused the design of a previous wind-up toy band, the Marx Merry Makers.
